CSO Capacity Building and Mentorship Program in South Africa


Are you part of a Civil Society Organization (CSO) based in South Africa, dedicated to making a positive impact on Key and Vulnerable Populations (KVPs) affected by HIV and TB? The CSO Capacity Building and Mentorship Program, under the South Africa Global Fund Country Coordinating Mechanism (GF CCM), is now accepting applications. The AFSA's Role


The South Africa Global Fund Country Coordinating Mechanism (GF CCM) plays a pivotal role in implementing HIV and TB programs funded by the Global Fund to Fight AIDS, TB, and Malaria (GF) in South Africa. The GF CCM oversees program content, budget allocation, and outcome targets. Within this framework, the GF CCM has chosen the AIDS Foundation of South Africa (AFSA) as one of the Principal Recipients (PRs) responsible for managing programs funded by the grant.


Scope of the Program


For the second phase of the CSO Capacity Building and Mentorship Program, AFSA aims to select 64 eligible CSOs to participate in an 18-month program (October 2023 to March 2025). During this period, CSOs will receive guidance and mentorship from AFSA's CSS team and accredited external service providers. The program's components include:


1. Capacity Assessment: A baseline assessment of CSOs to identify specific capacity-building needs, encompassing areas such as governance, human resources management, financial accountability, sustainability, communication, and more.


2. Capacity Building Plan: Tailored capacity-building plans outlining institutional and programmatic interventions.


3. Programmatic Training: Non-accredited training for lay counselors and community healthcare workers, covering HIV and TB stigma reduction, Key Population sensitization, TB screening, advocacy, and human rights.


4. Organizational Development Training: Focused on managers and directors, this training covers sustainability, governance, monitoring and evaluation, risk management, human resource management, and project management.


5. Mentoring: Both individual organizations and clusters will benefit from technical and organizational development mentoring.


Outcomes of the CSO Capacity Building and Mentorship Program


The program's outcomes are designed to bring about substantial positive change:


1. Alignment with National Strategic Priorities (NSP): CSOs will strategically align with NSP priorities, becoming catalysts for HIV and TB responses.


2. Enhanced Program Implementation: CSOs will gain the capacity to implement programs effectively, mobilize communities, and support HIV and TB interventions.


3. Improved Organizational Systems: Organizations will develop systems that optimize their operations and attract donor funding.


4. Strengthened Linkages: CSOs will be connected to key stakeholders, including SANAC sectors, contributing to Multi Sectoral District Implementation Plans (MDIPs), and engaging with Global Fund Principal Recipients (PRs) and Sub-Recipients (SRs).


5. Reduced Stigma and Discrimination: CSOs will be better equipped to support People Living with HIV (PLHIV), TB survivors, and Adolescent Girls and Young Women (AGYW) in dealing with stigma, resulting in increased uptake of HIV testing and TB screening.


6. Enhanced Organizational Development: Organizations will have improved systems for supporting program implementation effectively.


Organizational Requirements and Prequalification Criteria


To be eligible for this program, CSOs must meet certain criteria:


Organizational Requirements:


- Be a registered South African legal entity.

- Possess a functional management and organizational structure (Management Team & Board).

- Have been in operation for at least 2 years.

- Demonstrate enthusiasm and commitment for mentoring and growth.

- Be willing to allocate time for relevant personnel to attend training workshops and mentorship sessions.

- Show potential and willingness to develop and grow.

- Have a vision to address critical HIV & AIDS and TB needs in the community.


Prequalification Criteria:


- Have operated for at least two years and provide current audited financial statements if previously funded.

- Show a history of current or past donor funding or work with donated resources.

- Demonstrate alignment with Global Fund-funded programs within the district.

- Focus on key or vulnerable populations or express the intent to expand services to include them.

- Align program focus with Provincial Implementation Plan (PIP) and Multi-Sectoral District Implementation Plan (MDIPS) priorities.

- Possess a management structure.

- Exhibit eagerness to be mentored, grow, and become leaders in their district and province.

- Show potential for development, growth, and access to funding post-mentoring.
