Small Grants to Improve the Enabling Legal Environment for CSOs in Tajikistan


The International Center for Not-for-Profit Law (ICNL), through its USAID-supported Enhanced Enabling Environment (E3) Program, is pleased to invite proposals for small grants to support activities designed to improve the enabling legal environment for civil society organizations (CSOs) in Dushanbe, Khatlon Oblast, Rasht valley, and/or Gorno-Badakhshan Autonomous Oblast (GBAO).


ICNL works with governments, CSOs, and the international community in more than 100 countries to improve the legal environment for civic space around the world. They believe that when people have the space to come together, positive, lasting change can be made. To achieve this vision, individuals must be able to join together, speak out and take action to make the world a better place. 


ICNL is inviting written expressions of interest from non-commercial organizations, registered as legal entities in Tajikistan that would like to increase citizens’ participation in local decision making, build mechanisms to strengthen trust and cooperation between CSOs and local governments, and provide legal assistance and information to CSOs.


Activities

The types of activities that ICNL can support include (but are not limited to):

  • Organizing local forums that provide a regular platform for dialogue and consensus building between CSOs and regional executive bodies;

  • Building local CSO capacity and knowledge on legal compliance issues;  

  • Supporting local CSO engagement in regional and national level legal reforms;

  • Providing legal consultations to local CSOs, initiative groups, and other stakeholders on legislative requirements, including taxation, labor legislation, reporting requirements, and other topics;

  • This list is merely illustrative and ICNL strongly encourages applicants with innovative ideas and approaches not described above to apply.


Eligibility Requirements

Open to any non-commercial organization registered in Tajikistan


Selection Criteria

Applications will be evaluated based on the following factors:

  • Compliance with eligibility requirements and application procedures;

  • Demonstrated commitment of applicant to improving the legal environment for CSOs in Tajikistan;

  • Quality of proposed project, including the innovativeness of the proposal, the proposed methodology/design, feasibility of the project (e.g. activities are targeted to achieve stated results, and anticipated results are realistic and attainable);

  • Likelihood that the proposed project will achieve its stated goals and objectives;

  • Sustainability of the proposed project beyond the grant period;

  • Proposed budget and apparent value for money; and

  • Inclusion of reasonable indicators to measure project success.
