At the core of the HRD Scheme lie two fundamental objectives:

1. Empowering Civil Society: The program aims to empower Palestinian CSOs in their pivotal role of contributing to the growth of Palestinian institutions. By strengthening civil society's voice, the HRD Scheme paves the way for constructive change.

2. Protecting and Promoting Freedoms: Safeguarding and promoting fundamental freedoms is a cornerstone of the program. The HRD Scheme envisions a society where these freedoms are not only protected but celebrated.


Thematic Priorities: Navigating the Path to Progress


Projects under the HRD Scheme are expected to align with specific thematic priorities, focusing on areas of critical importance. These include:

2. Preserving Palestinian Heritage: The preservation of cultural heritage, identity, and representation takes precedence. Particularly, the focus extends to vulnerable groups, natural environments, and areas in need of protection.

3. Gender Equality and Empowerment: The program seeks innovative approaches to addressing gender-related policy issues. Utilizing multimedia for social media campaigns, advancing gender equality, empowering women, and combating gender-based violence are emphasized.


Grants and Focus: Empowering Change


The HRD Scheme offers grants that can potentially reach up to €40,000 annually. The duration of these grants spans one year, allowing CSOs to implement impactful projects that align with the program's goals. Geographically, the program's scope is concentrated on intervention within the occupied Palestinian territory, ensuring a localized impact.


Eligibility Criteria: A Roadmap to Success


To ensure the highest standards of selection, the HRD Scheme adheres to a stringent set of eligibility criteria. These criteria include:


- Registration and Experience: Applicant organizations must possess a valid NGO Registration Certificate and Number, with a minimum of two years of experience as of January 1, 2024.

- Organizational Expertise: A clear focus and expertise in the supported area is essential. Organizations will be assessed based on their understanding and proficiency in their chosen project focus.

- Funding Status: Organizations that have already received grants from the Department of Foreign Affairs in 2023 or 2024 will not be considered to avoid double-funding.

- Financial Transparency: Full audited accounts for the previous financial year must accompany the application.

- Compliance Record: A positive record of compliance with Department contract(s) is crucial for consideration.

- Safeguarding: Applicants must have comprehensive safeguarding policies and procedures in place to protect all involved parties, especially vulnerable groups.
